Quick answer
A drain pan should be at least two inches larger in inside diameter than the tank. A typical 50 gallon tank at 22 inches diameter needs a 24 inch minimum, which in practice means a 26 inch pan, drained through at least a 3/4 inch line.
Result
A pan with no drain line is a bucket that overflows onto the same floor. If there is no practical drain point, fit a leak detector with an automatic shutoff valve instead, which closes the cold inlet when the pan wets so the tank can only release what it already holds.
The formula
Minimum pan inside diameter = tank diameter + 2 inches. Then round up to a pan size that is actually sold.
The code requirement is that a pan is fitted wherever a leak would damage the structure, that it extends beyond the heater, and that it drains through a line of at least 3/4 inch to an approved point. The "plus two inches" figure is a convention for how far beyond. Note that pans are sold by INSIDE diameter, and some listings quote the outside, which is how people end up with a pan the tank will not sit in.
